Don't know if there are any measures taken or not!Yes. I could see the changes over the last 10 years, especially in ryokans where there used to be a lot of complimentary stuffs. The Japanese have to scale back due to widespread abuse by PRCs. Over the last 7 years, Prcs have really spoilt the market in Hokkaido. I have seen prcs treating onsens like swimming pool, yelling and splashing. I have driven in winter Hokkaido twice. Get 4x4 MPV such as Toyota wish. They are available at Toyota rent-a-car. Ask for snow tires and English GPS. You can also make do with a Garmin GPS, Japanese free map and do your homework at home first using google map to get the longitude and latitude co-ordinates. For mainland, driving outside big cities is ok. But toll fees on expressways are very, very expensive. I don't recommend driving within big cities such as Tokyo and Osaka. It can be quite stressful. It is generally safe if you stick to the highways and mainroad. Minor roads might be closed or inacessible during winter. There are websites you can check road condition, don't rely on your google map. In HKD, the rental car I get in winter is all wheel drive and comes with snow tyres. Looks like regular tyres but with little spikes. You will need a scraper too. Read up on some winter driving tips before going. As for Takayama, Kusatsu area. Please inform the rental company you intend to drive up to the hills and require snow tyres and scraper. I had to buy one when my car did not come with it.
