A TC designed for changes every few years should not be the lead agency. It's not a architectural entity, it's a social and political beast. Leave the professional things to the professionals. In the same article, it mentioned that GRC MP Ms Chen was alerted and told grass roots leaders to get police and contact relevant agencies. AGAIN!!! Is this how you do disaster management? Maybe this is just to get photo op or news credit mention. Maybe if a terrorist bomb explodes or a foreign plane bombs a block. .. the TC MP will then ask PA or CCC to call CISCO and neighbourhood police (during working hours) to go handle?? The proper way is for TC to contact relevant govt agencies and let them lead. TC should just be background support and stay out of the way.
