Maybe in next year report. AGO ask LTA why bought 35 'hairline cracks' carriages with no 'safety issue' and send back 26 carriages to replace parts. [lipsrsealed]

Ordered a second batch again, another 22 from same company....

AGO more concerned about paperwork and adherence to processes. They don't question the wisdom of decisions made, as long as everything is proper.

They are not subject expert in everything. So how to question wisdom of decisions made?

Wa, I wonder is it because of the layers of reporting and approval has become so complicated that some do not know their clear roles and responsibilities.

Take the vcs officer allowance for example, deputy commissioner of police and perm sec ministry of home affairs approved to up from $2.80 to $3.60 per hour. They may not know they are not authorized to do so.

There maybe really too many layers and approval of different agencies that even those at the high up position may also get confused or thought that they have the authority to approve but in actual fact is in the other department or someone even higher up.

With these highlights, I believe it will take even longer time to approve something and for those that they are 1St time handling it even worst ( don't know who can approve) and end up be on the safe side reject. Like that also no good leh, as things will not move forward and will only slowed everything down. So how sia?

If in doubt, always check with the level higher up, or with 'old bird'. Sure someone will know.

Cannot anyhow reject; it's also wrong - if have no authority to approve, very likely no authority to reject also.

I'm really suprised that vsc paid $3.60 per hour already considered a big deal ... really poor things.

The problem is old bird may also not know everything. How? Consult who? Like deputy commissioner of police and perm sec of ministry of home affairs not old bird enough? They not high up enough? So I still believe that the process of reporting and approval has become too complicated already.. So there need to have some relook at the process of reporting and approval to make it less complicated.

Well.. That's because of public money, there will sure have people who will want to know and question why increase etc.

Maybe they need to set up a department just to handle queries on channel of approval and reporting if those complicated chain of command cannot be streamlined anymore. So if in doubt can always ask that department and the staff over there will have to source for answers. That will make job abit less complicated for approval or reporting as if things don't know or not sure at least got that department to look for and give answers.
