Actually this phenomenon is already somewhat obvious. If you drive up to OCR, many cars are parked up to several stories, with provision for even more lots. Nearer city centre tends to be only single level and not so many floors? If not near food centre, usually can still find vacant lots? Garment only commented that its focusing on congested roads, but many of us think otherwise.
