Are those raise rectangular humps (not semi circular) with vertical yellow/black stripes meant for pedestrian crossings or just to slow down traffics? usually found along HDB service roads...

Not pedestrian crossings but many pedestrians mistake them for such.

It's entirely possible they are meant to be pedestrian crossings as well.

Check out: https://www.lta.gov.sg/content/dam/ltaweb/corp/Industry/files/SDRE14-0content1-7.pdf (attached also).

Look under heading 9 "Traffic Management Measures".

You see two items there which are suggestive: "Bus Friendly Road Hump" and "Bus Friendly Road Hump Cum Raised Zebra Crossing."

So at least some of these bus friendly humps are intended as zebras. I think I've seen some with clear cut white stripes. Others (I think they have diagonal orange markings), I'm not sure about, maybe they're just simply bus friendly humps.

Anyway, pedestrians are kings - when in doubt, give way.

If no zebra lines drawn, I take it as vehicles have the right of way. It may be raised for convenience of pedestrians, especially those with strollers or wheelchairs.
