The Barisan Nasional MP said the development project for that piece of land in Taman Tok Keramat was abandoned for over 30 years.

 

He said the RM15 million “loss” that Perda had to bear for selling the land is considered a “subsidy” for the 250 low cost housing units to be built on it in the future, if the project is approved.

World's top banks in US government cross-hairs over dealings with 1MDB

US Department of Justice officials have asked Deutsche Bank AG and JPMorgan Chase & Co to provide details on their dealings with 1MDB, as global investigations into the troubled Malaysian state fund widen.

KUALA LUMPUR: US Department of Justice officials have asked Deutsche Bank AG and JPMorgan Chase & Co to provide details on their dealings with 1MDB, as global investigations into the troubled Malaysian state fund widen.

US Department of Justice officials also traveled to Kuala Lumpur to speak to senior bankers and other people with close links to the state fund, three people with direct knowledge of the matter told Reuters. They said JPMorgan and Deutsche were not the target of investigations at this stage, but had only been asked to provide details.

Deutsche Bank and JPMorgan declined to comment. The Department of Justice also declined to comment.

The US move marks the latest development in a wide-ranging global investigation across three continents into possible corruption and money-laundering at 1MDB, whose advisory board is chaired by Prime Minister Najib Razak.

Najib has denied any wrongdoing and said he has not taken any funds for personal gain, but opposition leaders and government critics have stepped up calls for him to resign.

The sources spoke on condition of anonymity as they were not authorised to speak to the media. It was unclear how long the U.S. officials were in Kuala Lumpur, or whether they had completed their visit.

A team of lawyers for Deutsche Bank are in Kuala Lumpur preparing the report they intend to submit to the Department of Justice, one of the sources said.

Malaysia's Attorney General, who was hand-picked by Najib, cleared him of all criminal offences in January, declaring that $681 million that were deposited into his personal bank accounts were a gift from Saudi Arabia's royal family.

The Wall Street Journal reported in March that more than US$1 billion was deposited in Najib's account and global investigators believe much of it originated from 1MDB.

The fund has consistently denied these claims and repeated again on Thursday that no 1MDB funds went into the prime minister's personal accounts.

Deutsche Bank is one of the many global lenders who had dealings with 1MDB, as the energy-to-real estate group expanded rapidly after its inception in 2009. The bank provided a $975 million loan for 1MDB in late 2014, which was repaid last year.

The German bank was also advising the fund on a proposed US$3 billion initial public offering of its energy assets, which never took place.

JPMorgan normally acts as a US clearing bank for lenders operating in Malaysia. Its dealings if any with 1MDB were not immediately clear.

GOLDMAN, OTHERS PROBED

The US government is already reviewing Goldman Sachs' relationship with the Malaysian fund. A Federal Bureau of Investigation team specialising in "international kleptocracy" is leading the bureau's inquiries, a person familiar with the matter told Reuters last year.

Goldman came under fire for the fees it charged for helping 1MDB raise funds through bond offerings. The fund racked up borrowings of about 42 billion ringgit (US$11.5 billion), before selling off assets in 2015 to pay down debt. Goldman has declined to comment.

Other international banks that have dealt with the fund are also facing questions.

Singapore's central bank said on Friday it had asked financial institutions to provide details of any transactions linked to 1MDB, without identifying any lenders by name.

The burgeoning 1MDB scandal has rocked Najib's government as public outrage over the alleged mismanagement and corruption grows. The scandal has fuelled a sense of crisis in a country under economic strain from slumping oil prices and a prolonged slide in its currency last year.

Mahathir Mohamad, Malaysia's longest-serving leader and once Najib's patron, has become his fiercest critic and is leading a campaign to oust the prime minister with the support of some opposition leaders.

Mahathir quit the long-ruling United Malays National Organisation party, and joined hands with long-standing foes to crank up pressure on Najib to quit.

Along with the United States and Singapore, other countries are conducting investigations.

On Thursday, Luxembourg's state prosecutor launched a judicial inquiry into allegations of money laundering involving hundreds of millions of dollars against 1MDB.

This follows a similar inquiry by Swiss prosecutors, who said earlier this year they had identified four cases of alleged criminal misconduct in the suspected misappropriation of about US$4 billion from Malaysian state companies.

Malaysia's central bank also said it would pursue administrative action against 1MDB for missing a deadline to submit documents on its finances abroad.

Officials from the United States Department of Justice cannot question individuals in Malaysia without the presence of local police officers.

Inspector-general of police Khalid Abu Bakar told Malaysiakini this when asked to respond to a Reuters report on the matter.

Khalid also disclosed that Bukit Aman has yet to receive a notification for assistance from the Department of Justice.

 

 

"As mentioned earlier, they must inform us if they wish to question anyone in Malaysia. That is the procedure.

"So far we have yet to be informed about anything regarding questioning people in relation to their 1MDB probe," he added.

Officials from the US Justice Department travelled to Malaysia to meet several individuals in their investigation into 1MDB, according to the Reuters report today which cited unnamed sources.

It is not clear how long the US officials have been in Kuala Lumpur or if they have left, Reuters said, quoting sources who cannot be identified as they are not authorised to speak to the media.

A team of lawyers for Deutsche Bank are also in the capital city to prepare a report to submit to the Department of Justice, one of the sources told the newswire.

Malaysiakini has contacted the US Justice Department for confirmation.

Prime Minister and Finance Minister Najib Abdul Razak is chairperson of the board of advisers of 1MDB – a fully-owned government investment firm established in 2009.

The US investigation comes as international media reports state US$1 billion was deposited into Najib’s personal bank accounts, of which at least US$15 million was spent on luxury goods and holidays.

Deustche Bank had loaned 1MDB US$975 million in 2014, which was repaid last year.

It also advised the fund on a proposed US$3 billion initial public offering for its energy assets, which were instead sold off last month.

Malaysia is very efficient when it comes to fixing such things.... Cannot say the same about their economy or causeway checkpoint jams.

UAE bans travel, freezes ex-IPIC execs’ assets in 1MDB probe

According to the Wall Street Journal (WSJ), United Arab Emirate authorities have issued travel bans on and frozen the assets of two former executives the Abu Dhabi sovereign-wealth fund International Petroleum Investment Company (IPIC) in an escalation of its probe into monetary transactions involving 1MDB.

 

The UAE’s actions indicate authorities have moved ahead in their probe into the dealings of Khadem Al Qubaisi and Mohammed Badawy Al Husseiny, both of whom had close connections to 1MDB.

 

Al Qubaisi, who is a UAE citizen, was the managing director of the US$80 billion investment fund, while Al Husseiny, an American, was chief executive of Aabar Investments PJS, which is owned by IPIC.

 

Both firms have had extensive dealings with 1MDB and both former executives were supposedly let go after their involvements with IPIC's recent dealings with 1MDB.

 

Whistleblower site Sarawak Report had earlier reported that Al Husseiny was being detained by UAE authorities pending extradition to the US for questioning in the American probe into 1MDB by the US Department of Justice.

 

The UAE probe is focusing on whether Al Qubaisi and Al Husseiny used the British Virgin Islands-based Aabar to funnel money from 1MDB into various accounts and companies around the world.

 

Citing people ‘familiar on the matter’, WSJ said executives at IPIC have been examining the activity of both men since last summer.

 

“UAE authorities got more involved in the investigation earlier this year, spurred in part by the Swiss investigation.”

 

The UAE probe is focusing on Al Qubaisi and Al Husseiny, who, until last year, were two of 1MDB’s most important contacts in Abu Dhabi.

Both men have been replaced in their positions. The men’s names disappeared earlier this week from the website of Bahrain’s First Energy Bank, where they were previously listed as board members.

 

Edmond de Rothschild Group 'cooperating' with probe

 

Meanwhile, in a separate article, the WSJ also reported that the Luxembourg unit of Edmond de Rothschild Group said it is “cooperating” with an official investigation of money that may have flowed from 1MDB.

 

The news follows an earlier announcement on Thursday by the office of Luxembourg’s state prosecutor that it is investigating whether hundreds of millions of dollars sent to an account at a bank in Luxembourg originated from 1MDB.

 

This reportedly has ties to investigations into bonds raised for 1MDB being looked into by Swiss authorities.

 

The Luxembourg investigation widens probes of 1MDB already under way by authorities in Switzerland, Malaysia, Singapore, Hong Kong and Abu Dhabi. The Luxembourg prosecutor said its case was connected to the investigation in Switzerland.

 

WSJ said the Luxembourg prosecutor said in a statement last Thursday that its inquiry is focused on the movement of funds through a number of accounts of offshore companies in Singapore, Switzerland and Luxembourg.

 

The investigation centers on the flow of 1MDB money related to two bonds the fund issued in May and October 2012.

 

1MDB, however, said it had not been contacted by authorities in Luxembourg.

 

Although the Luxembourg prosecutor did not give details of the bonds, the prosecutor appears to refer to two bonds that Goldman Sachs Group Inc. sold for 1MDB in May and October 2012, raising a total of US$3.5 billion.

Malaysiakini has contacted 1MDB and the Prime Minister's Office for their responses to this matter.
