A couple of points

 

1) the child might have seen the man talking to his or her parent so thought he was probably a friend.

 

2) the parent is nearby and therefore the guard was down as the child thought the parent would come forward if there was danger.

 

These might have contributed to the child following the man. I think simple talks to people is alright but NO following. Must teach children that.

SINGAPORE – Pretending to be a police officer, Liew Tien Chye, 43, kidnapped an 11-year-old girl who was making her way to school and attempted to sexually assault her at an abandoned warehouse.

Along with other cheating and corruption charges, Liew, a sales manager, was sentenced to 8 years and 10 weeks’ jail as well as three strokes of the cane on Wednesday (Jan 11).

Liew was convicted of eight charges – one count each of kidnapping, impersonating a public servant, attempting to commit sexual assault on a minor and another five counts of cheating and corruption. Another 21 similar corruption and cheating charges were taken into consideration for sentencing. 

The court heard that at about 6.50am on May 29, 2013, the girl and her younger sister were walking to school along Mattar Road when Liew, who was driving a black Mazda, pulled up beside them.

He introduced himself as a police officer, quickly flashing a shiny white card that contained a photo before putting it away. As his step-children attended the same school as the victim, he related the names of the school and the principal to both the girl and her sister.

Liew told the older girl to get into the car and told the younger sister to head to school by herself. Believing that he was a police officer, both of them followed his instructions.

During the journey, Liew told the girl that he was investigating cases of underage smoking and asked her how he should find out whether she smoked.

After telling him that he could check her mouth for the cigarette smell or to check her bag for cigarettes, Liew commended the girl for being smart.

He eventually stopped the car at an abandoned warehouse along Tannery Lane and after checking the place, he instructed the girl to enter the warehouse.

Liew followed shortly and told her to sit on the floor and to blindfold herself by wrapping a bandage around her head. After verifying that she could not see him, Liew tried to perform a sexual act on the girl.​

Realising what Liew had done, the girl immediately removed the bandage and shouted at him. She took her bag from the car and tried to make her way home alone from the abandoned warehouse.

Along the way, she broke down and cried and told her parents about the incident after she reached home.

Liew was eventually arrested on May 13 that year after the police went through more than 100 CCTV footages from buses, shop premises and Land Transport Authority cameras.

Separately, Liew – who was working at Mectech Industrial and Engineering, a supplier of construction hardware items  – was also found guilty of approving and in some instances, personally paying bribes to staff from other firms to secure more business as well as smooth deliveries to their construction sites for over two years.

On some occasions, Liew committed the cheating offences when the involved parties agreed to charge the bribes to their respective construction companies.

Prosecutors had sought 18 weeks’ jail for Liew’s set of cheating and corruption offences as well as a minimum of nine years’ jail and caning for the remaining charges.

Deputy Public Prosecutor Jesintha Veijayaratnam noted that as a result of the incident, Liew had robbed the victim and her family of all sense of security. The girl was also traumatised, noting in her victim impact statement that her life has not been the same. Where she used to be a cheerful and happy person, she now keeps to herself and cannot focus on her studies, noted the statement.

In mitigation, Liew’s lawyer Sunil Sudheesan noted that his client was remorseful for his actions and had no antecedents. He added that his client was under the influence of alcohol when he committed those acts and has a persistent depressive disorder.

In addition, Liew also compensated the girl S$10,000 as a token of his sincere apology, said Mr Sudheesan.

In meting out the sentence, District Judge Shawn Ho noted that sacrosanct is the ability to walk on our streets without fear at any time. Kidnapping in Singapore is rare and that Liew’s attempted sexual assault of the victim in an abandoned warehouse was heinous, he added.

For impersonating a public servant, Liew could have been jailed up to two years and fined. For kidnapping, he could have been jailed up to 10 years, fined and caned while for attempting to commit sexual assault of a minor, he could have been jailed up to 10 years.

SINGAPORE: Two international schools in Singapore have warned parents after female students were approached by strangers and asked to get into a white van on separate occasions within a space of a few days.

In an email seen by Channel NewsAsia, Tanglin Trust School's chief executive Peter Derby-Crook told parents that a student was walking to the school on Portsdown Road on Tuesday (Jan 16) when the incident happened. 

Mr Derby-Crook said the student was walking from one-north MRT station at 12.30pm when a white van stopped near her.

Two occupants from the van “tried to entice” her to get in, he said, and despite her ignoring them, they persisted. 

“The two occupants got out of the van and continued to entice her but she moved quickly away and arrived at school safely,” he said.

The student reported the incident to the school, which made a police report and requested a higher police presence around the school.

 

“All parents of Tanglin Trust School were informed of the incident the same afternoon with the suggestion that students should not walk alone in the vicinity of the school but walk with friends,” said Mr Derby-Crook, adding that students were reminded the same day of how to stay safe and what to do if they are approached at any time by a stranger.

 

 

UWC SOUTH EAST ASIA STUDENT "APPROACHED": HEAD OF COLLEGE 

Mr Derby-Crook's email came on the back of another sent last week which alerted parents to a similar incident along Dover Road on Jan 11 this year, involving a student from another school.

Chris Edwards, the Head of College of UWC South East Asia, sent an email to parents of the school on Jan 12 saying a student had been "approached" while she was on her way home. 

"It has been brought to our attention that one of our Middle School students was approached on Dover Road yesterday afternoon, Jan 11, by a man driving a van," he wrote.

"He drove alongside her as she was waiting for the bus and called to her from the road, telling her to get into the van. The student took exactly the right action: She did not respond, walked away in the opposite direction, and informed a known adult."

In responding to Channel NewsAsia's queries, the school's director of Communications and College Affairs Sinéad Collins said that the students and her parents filed a police report.

Apart from informing parents of the incident, the school also informed other schools in the area and fellow international schools. 

PARENTS WORRIED FOR SAFETY OF CHILDREN

Parents whose children attend Tanglin Trust School said that they were worried, and that such news is “frightening”.

“I spoke to my children about this last night," said a mother whose two sons are students at the school. 

"What nerve these people have trying to do something like this when there are security guards in the buildings around."

Another mother whose children aged 13, 11 and nine attend the school, has told them not to wait outside to be fetched. She said her older children have gone home on their own once or twice, but that she has told them not to do so for the time being.

Meanwhile, another mother, who has two daughters and a son in the school said she has reminded them not to respond to strangers, and to walk away.

The women did not want to be named.

Students who spoke to Channel NewsAsia said that since last week, the school has been strict about them leaving school alone - advising them to go in groups.

"I didn't expect this to happen in Singapore," one student said.

The police said that the van driver in one of the incidents has been identified and is assisting with investigations. They also urged the public not to speculate about what has happened as investigations are ongoing.
