Probably the thread depth dun meet the inspection standard. On the dry road surface it's fine if not much depth thread, actually there's more grip as surface contact has increased. It's like using semi-slick or totally slick tires. LoL... But on the wet road surface it will be come tricky not to mention dangerous to drive. Ok lah. Now dry season and seldom rain.
