SINGAPORE: A total of 14,114 Certificates of Entitlement (COE) will be available for the three-month period from February to April 2015, announced the Land Transport Authority (LTA) on Wedneday (Jan 14) in a press release. Bidding under this quota will start with the first COE bidding exercise in February 2015, said the LTA. This marks an increase from the 11,932 COEs available during the November 2014 to January 2015 period. This rise also comes even after the LTA said in October that the vehicle growth rate from February 2015 to January 2018 will be lowered from 0.5 per cent to 0.25 per cent. The contribution rate to Category E - the Open Category - will also be reduced to 10 per cent from 15 per cent from February. The increase in COE quota is likely due to the increase in deregistrations compared to previous quarters. From October to December 2014, a total of 15,885 vehicles were deregistered, compared to 13,535 from July to September 2014, a 17.4 per cent rise. The increase in vehicle population is set at 591 for February to April 2015, compared to 1,185 for November 2014 to January 2015. The quota for February to April 2015 will contain 14,114 COEs, or almost a fifth more than the previous November 2014 to January 2015 quota. Category A - for cars below 1,600cc and 130hp - gains the most in the next quarter, with 1,973 COEs available per month, or an additional 41.3 per cent. Cat B - for cars above 1,600cc or 130 hp - will have 1,444 COEs monthly, or an extra 26.9 per cent. Cat C - for goods vehicles and buses - gets a reprieve with an additional 30.9 per cent in COEs or 369 pieces monthly. The number of Cat C COEs had contracted sharply in the previous quarter because of the success of the Early Turnover Scheme or ETS, which allows for commercial vehicles to be registered directly without bidding for a COE.
