Parachutes when not used correctly, will cause more harm than good and can only be used under certain altitudes (static line). HALO even more dangerous.

It's not about the cost.

I think if they should look into F1 driver's c0ckpit design for each passenger would be better. A sort of safety cell to protect the occupants.
