He revealed there are about 38,000 old diesel commercial vehicles with pre-Euro or Euro 1 emissions standards bought before 2001.As such, a new Early Turnover Scheme which runs until the 23rd of April 2015 has been announced to encourage owners with commercial vehicles to switch to newer, environmentally friendly models that meet the Euro 5 diesel standards. Under the newly announced scheme, owners who bought diesel vehicles before January 2001 can deregister their diesel vehicles and register a replacement commercial vehicle at a discounted fee.They do not have to bid for a Certificate of Entitlement (COE) for a commercial vehicle and can transfer the unused period of COE from their existing vehicle to the replacement, one on top of receiving a bonus COE period for their replacement vehicle.The bonus COE is derived from a percentage of the remainder of the existing vehicle's 20-year lifespan when it is deregistered: 10 percent if a vehicle's maximum weight is 3,500kg or less and 30 percent if its weight limit exceeds 3,500kg. The transferred COE and bonus COE periods will be capped at 10 years. Owners will also pay a discounted prevailing quota premium (PQP) - a three-month moving average of the cost of COEs Unquote That's why now they cut back on Cat C quota. Since there's no need for them to bid for a COE no point releasing so many for this category. That in turn more quota can be alocated more for Cat A. Commercial vehicles shouldn't be involve in COE nonsense in the 1st place. Motorcycles doesn't contribute to traffic jam COE quota 'boh tai boh ji' also kena cut! This country...... I really don't know what to say!!!!!!!!!!!!!!!!!!!!!!!!!! Trucks that distribute food and groceries to the supermarts will increase their delivery price. Supermarts in turn will increase their price. The net increase is just 204, over 6 bidding, each only 34 more. the argument is that cannot look at overall COE quota for all cars. it would b more practical to look at Cat A quota only, and quota of Cat B + Open Cat. bcoz a buyer will buy either Cat A car or Cat B car (unless a buyer cannot make up own mind). frm this view, Cat A does hv 13% more quota or 65 more per bidding exercise. so, i reckon Cat A premium may drop further. n Cat B + Open Cat hv 32 less quota per bidding exercise. so, Cat B premium may maintain or drop a little as demand seems weak.
