So now the real answer is out and starhub had increased the bandwidth since then. It's all good and they did it quite okay this time round I should say. HENG they escape being fined, probably IDA also knew it is not so simple thing to understand but nevertheless starhub should still provide sufficient bandwidth to cater to suddenly spike in traffic from end user.
