As long as anyone is on the same property it should be governed by the same set of laws. They walk slowly at the middle of road, some chit chat, some listen music, some play handphone. Why not you try drive pass two buses, which stop in the bus bay, at normal legal speed say 70kmh and see if you can stop in time for a 'suicidal' kid/adult who dashes into your path from the gap between the two buses at the last moment as your car passes the same gap???
