You need to be someone like Steve Jobs, selling overpriced fruit phones, people remember him even most did not meet him personally. Cant remember the source already... Some well off folks were put on a "poor regiment"... food quality, rest, work hours etc, then they did written test daily. ... but of cos they cannot reproduce the real daily stress cos these are well off folks who could return to their old life style anytime.. surprise surprise. as the days went on, their written test results began to fall as they began to have reduced mental abilities.. conclusion, when you are poor ... or "low ses" ... its actually effecting your decision making and mental capacities. its not simply.. you are lazy to help yourself.. but the rich will never understand, cos they couldn't possibly experience it themselves. how to work that into policy making? no idea...
