I thought the main purpose is to make cat a cars more affordable to the masses? which i think it did...look at the Audi A3, only 155k...so much cheaper than Cat B cars. even if it is not as effective as LTA hoped, they can always refine it....make it 120 HP rule.. and continue to refine as the market evolves.... no rules should be cast in stone for years...
