Yes, it actually encroach into the car's lane to make the car driver shout WTF and jam brake. Even if it is the lorry's intention, this way of making the driver of the car with the cam slow down can be quite dangerous. What if he skid or lose control or something. Maybe he unintentionally cut into car lane as he was distracted by the sight of the broken down trailer in front.... He is a Unintentional Hero!!
