Is there a name for these (rear) red lights?

That's the rear foglights and it's not illegal.

 

Just that he used it for the wrong purpose. To irritate the tailgater rather than for visibility in bad weather.

chevrolet has them ... but not stock, as my optra only has the control stalk but the lamps are not installed.

 

however, when i switch them on, they just make my brake lights flare up even when not stepping on the brakes, that's why i dun use them at all.

These are rear fog lights, which are mainly used in winter countries where visibility is very low. Here in Singapore, there is hardly any use for it.

 

I think it is illegal for them to be used here, in Singapore.

Foglights can only be used in adverse weather which is probably only heavy rain here. Otherwise it's illegal.

You go highbeam taxi driver ar? In the tunnel can see the taxi in front is blinded by the highbeam ( cannot even see the number plate due to the brightness of the light ) so he go on rear foglight to irritate you off.
