Actually theres quite a numbers of vacuum machine in sengkang Mscp. 1 at compassvale bow , compassvale link & rivervale crescent etc

I saw before in Kovan (beside Heartland Mall) - there's 2 petrol kiosk side-by-side (Esso and Shell) - one of them have manual car wash.

 

If you don't mind travel a bit further - Punggol SPC has manual car wash. I think is $7 for wash only. Vaccum is another $7-8 (can't recall).

if you don't mind travelling further, there is one car grooming joint at Punggol Plaza, B2 carpark that provides sealant car wash $8. Vaccum $4, I think.
