I think all these are too complicated and defeat the purpose of controlling and alleviating congestion.

Just have one CAT for all cars, but peg COE surcharge to car's size.

Examples:

1. Kei car = 0.6 x COE

2. Length less than 3.7M = 1.2 x COE

3. Length 3.8-4.0M = 1.5 x COE

4. Length 4.1M - 4.5M = 1.8 x COE

5. Length > 4.5M = 2.5 x COE

Somehow i don't understand this logic about comparing engine power to luxury car. High engine power is not equivalent to luxury car and vice versa.

Toyota Altis - 122bhp

Honda Civic - 125bhp

Volkswagen Golf - 122bhp

Chevrolet Cruze5 - 122bhp

BMW 116i - 136bhp

All belongs to same category A and around same engine power. But some surely are considered luxury while some are not.

What's meant by "50 per cent of COEs under Category A are currently taken up by luxury cars." Based on brands and/or models?

Why is power a factor in COE? They said half the Cat A cars are luxury makes. If they want to filter out luxury makes from B&B makes just use OMV lah, like how they use OMV for ARF [hur]The same 3 categories for ARF to become 3 new COE categories (excluding open cat) can already wat.....wah lau, little while OMV, little while power output. Then Veloster Turbo (and future Kia Koup Turbo) will have higher COE than 116i, 316i, C180, DS4, DS5, Golf Sport, Astra 1.4T, etc etc. Siao eh...

BMW and merc taking up 50% of cat A quota ma.

middle class not happy cannot buy car. so now need to make changes.

anw, our roadtax system also wrong.

how can a civic 1.6 take up less space than a 1.8. i still dont understand this

I agree... physical size + OMV is best way. But might not be the most $$$ generating way i guess.

Mini Cooper probably the biggest winner in this situation. Luxury brand yet most compact.

SINGAPORE: Those who wish to buy more than one car in Singapore may need to fork out more cash on top of their Certificate of Entitlement (COE) in future.

The government is looking at factoring engine power as a way to better delineate Category A from Category B to improve the COE system.

It is understood that about 50 per cent of COEs under Category A are currently taken up by luxury cars.

The government will begin seeking views from the public and motor dealers on the possible changes next month.

The process will likely take about two to three months.

hmmmm.......... so Cat A only for those 'bread & butter' vehicles like Toyota (Altis/Vios), Hyndai (Avanti, Elantra), KIA (Cerato), Nissan (Latio), Suzuki (Swift).... etc. [sly]

Luxury brands like Merc, Audi, Volvo, VW, BMW cannot bit in Cat A ... [sweatdrop]
