Hiring these people does not mean that the budget for respective ministries will increase.  Any increase in expenses has to be justified.

It is also difficult to cut expenses as everyone will guard their own turf.

All these reckless investments are under GIC or Temasek.  That means MoF will expect more investment income (cash inflow).  It does not mean that failed investment will reduce investment income.

That's why it is important to have Shadow FM scrutinise budget.

because the compressor is working non stop. extra power from the engine is needed to pull the compressor through the belt

Same with home aircon. The lower the temperature you set, the more energy the compressor zap.

I set car aircon to 25 degrees always.
