Internet Security Firm Mandiant has conducted an investigation of this for years and has finally released it APT1 report on how it claims the Chinese have a military unit under the PLA to hack English-speaking Countries' Infrastructure and firms. Stealing business plans, agreements, blueprints and so forth.
