nope, surcharge doesn't add to ARF thus doesn't affect PARF.

Yes. Plus it discourages people from scrapping old cars.

 

Again, CEVs scheme looks good at first glance (reduces upfront cost) but a number of second and third derivative issues.

my friend so calculative ... speculating on the COE and then got his on the Oct 2nd bid ... but then the problem is that he also have to get his own car certified ... but dunno why, same car but different results !! now end up COE save 2 k ... but CEVS lost  5k in rebates !! LPPL !! and if he still wait, then come next years, he will lose all the $10k of CEVS liow !! double LPPL !!

 

that's why i said in another post : anytime is a bad or good time to get a car.
