Air con cooling fins

I'm just wondering about our car air con cooling fins.

i know normally we will have to change the cooling fins if it is spolit or dirty.

 

Now, my question is how do we tell that it is spoilt? And if it is dirty, can we just wash it and re-used it again? Do we really need to change to new one?

I heard cooling fin can realign the like the pic show those dent on the fin
