Another factor to consider is the body size. Sub-compact size cars should be taxed lesser and reduced COE premium as they contribute lesser to congestion. If everyone drive a car with length less 3.6M long instead of 4.5M long, it can alleviate congestion during peak/gridlocked traffic.
