Especially for jobs that need a long training time (like nursing) Can make the job more attractive to attract more locals, and at the same time attract foreigners to fill the gap. Shouldn't PR be targeted to the very "best of the best" for a country's needs? Isn't a system that is as objective and transparent as possible a good way of doing things? If you get 500 applicants for 350 places (pulling figures out of my arse), wouldn't a points system be best to make sure that the "best" 350 get those places? So the scorecard would show a) Working experience in xxxxx industry b) Education c) ??????? If have a stipulated amount of experience in the targeted industry then get extra points. So 5 years as a nurse might earn 8 points, while 5 years as a copywriter might earn 1 or 0 points. Why? because the nurse is identified by the "powers that be" to be more valuable to the country than a copywriter. Quite transperant, easy to follow and easy to adjust when the need arises right?
