Cyclists are considered to be vehicles and have to follow traffic laws. But in an accident, TP will consider them pedestrians. I experienced that personally as I was knocked down while cycling before and the TP passing by said that making a police report is necessary as its considered as a driver knocking down a pedestrian. When they investigate, it is also investigated as the driver knocking down a pedestrian.
