I guess driver too panic to even react properly. Change to Neutral? You sure you know how to drive? Changing to neutral does not help to reduce speed faster. Lower the gear does. Change to neutral + press brake confirm stop faster than just pressing brake. But just pressing brake alone should be able to stop the car, full throttle or not.
