The letter has been copied to diplomats, NGOs and news agencies around the world. That's a bad idea (even if such a large amount was forthcoming from a foreign donor), because the papayas may then accuse the foreigners of interfering in domestic politics, and fix CSJ some more as a direct accomplice.
