For some illuminating answers, let us look at the reply from Ministry of Transport:

25 Aug 2011

Dear Sir/Madam,

We refer to your feedback dated 18 August.

Taxis are allowed to bid for COEs in Category A as they are part of the public transport spectrum, although at the higher end. Taxi companies replacing older taxis need not necessarily bid for a new COE as they have the option to do so by paying the Prevailing Quota Premium (PQP) instead and therefore do not need to compete in Category A.

Note: The PQP is calculated based on the moving average of the QP in the last 3 months.

It would not be advisable to start a new COE category for taxis. Based on the proportion of bids by taxi companies versus the total quota in Category A, a COE category specifically for taxis would have a small quota. This would be undesirable as small quotas in any category would likely lead to anomalies and high fluctuations in prices. Furthermore, having a quota for taxis would also go against the move to deregulate the taxi industry where the intent was to leave the determination of the supply of taxis to the market and not by the quotas allocated to the taxi category.

We hope this clarifies.

Thank you for your feedback.

If COEs for taxis are separated from private vehicles, there will definitely be an adjustment in the number of COEs offered. There probably won't be much of a difference in the ultimate COE price.

Just put taxis into Cat E, since Cat E can be used for any classifications of vehicles.

Taxi is used as the sponge to soak up any excess in cat A. Once it gets low, some Taxi companies will take the chance to renew their fleet.

Objective: this is to prevent the cat A COE from getting too low.

Want to get your COE cheap? Dream on! :D

Even set the quota for taxi for 100,000, don't think all will be bidded up, maybe max up to 30k from the current 25k.

There are so many pre-requisite to operate a taxi company, furthermore the issuance for the operating licence is govern by LTA, it's totally within their control on the operators.

If operators anyhow bid and purchases plenty of taxi with no drivers to rent out, it would definitely go bust, doesn't make business sense to overbid.

This standard reply is plain b-------t. To truly believe it, we are really daft.

Actually taxi can only use for 7 years. for 60k COE, they only need to pay 7/10 x 60k, which is about 42k? Correct me if I'm wrong.
