You can bid the number first, but if your bidding is successful, think you need to use the number to register a car within 3 or 6 months, forgot the timeline. if not you would not able to use the number anymore. We have 19 letters (including SKF) to reach SKY. THere would be no SKI and SKO series. So, for 17 letters to reach SKY from now. That means by November 2017, you would get. This would increase if COEs go lesser. Pray hard to get the COE's increased, so that you can get your SKY plate soon and we can get our cars cheaper! No each series takes about 4 months. To be precise, based on today's quota, it would be 5 years and 8 months from Feb 2012. SKF started in Feb 2012. E.g - if i want to know whether (sample only, not real numbers) EA1234 or Sxx1234 is still being used on a car or is it scrapped number already.
