I wonder is it becoz that time many ppl buy a cheap new flat den after five yrs sell the flat in the resale mkt den buy another cheap new flat, sell again, two transactions of such nature can earn quite a lot of profit. More than 15 yrs ago, i even read from local newspaper stating how a family keep buying HDB to earn money, thats why he come up with such measures to tagged the new flat with resale to prevent ppl from flipping.
