Need help - buy/sell car and change vehicle registration no

I want to do the following:

 

- Buy a Honda (has no outstanding loan) from my friend and pay him cheque for full selling price. He wants to retain his Honda's vehicle registration number to be used on his New car.

- to get a new vehicle registration number for Honda

- to transfer the vehicle ownership from my friend to me

- source insurance and assist in road tax if applicable

 

 

Who can provide me administrative services for the above? I called SG carmart connect. But they told me that I have to do myself the Vehicle registration number retention portion and the rest they could assist.

why not just walk into any dealer shop and ask them to do it for you?

a token of $100 or $200 will be enough for them to handle everything for you
