A disgraced, on-the-run lawyer here could practice his trade in the Land of the Free & even travel frequently overseas for work? For 6 freaking years?!! Is it that the authorities never raise to INTERPOL's attention or if done so, no one basically "hue" our little red dot? Luckily some German was alert enough to arrest this joker and justice was served. So I would think any Tom, Dick or Harry who wants to work especially as a lawyer in any state has to apply for a legal license or permit before practicing there unless that particular state does not require it though I deem it highly unlikely. So the world's most powerful nation allowed a fugitive lawyer to not only reside in but also travelled across its borders many times for work. So much so for heightened post-911 security... If you have lived there, you would appreciate how easy it is to get away with crime. Many places abound where Uncle Sam just does not look at you. Funny leh, what you mentioned is different from what I read and was told leh. From my sources, they are very meticulous when you arrive at their airport and their customs/immigration will ask questions even when you show them your red passport. Within I think it is fair to say it will depend on the individual states to maintain law and order but both immigration & customs are federal responsibilities since they deal with vistors from other countries. So like mentioned the so-called additional resources and alert on scrutinising both both citizens and foreigners entering the US are really on those with terrorist intent only and not, say to pick out a fugitive lawyer from Singapore.
