Vulcann 6th Gear December 30, 2011 Author Share December 30, 2011 (edited) So it's now Flash Flood 1: RADM 0. So much for PUB's priority on managing flash flooods as claimed by their hotshot new ex-RADM CEO... Crying shame they could not even get the basic facts right.... From CNA: http://www.channelnewsasia.com/stories/sin...1173196/1/.html Managing flash floods is PUB's priority: CEO By Joanne Chan | Posted: 24 December 2011 2035 hrs As navy chief, Chew Men Leong played a pivotal role as guardian of Singapore's coastal waters. Now, as PUB chief executive, he is now in charge of the country's precious resource - water. He said: "One of the important focus here in PUB is how to strike a balance between maintaining our complex system at a high level of operational effectiveness and efficiency, while keeping an eye on the long term future. "In this aspect, I have, in some sense, a good level of experience in the navy that also deals with the same kind of balancing." 44-year-old Mr Chew joined PUB as its designated head in July, calling it "a rather exciting time." He said: "We just handed over the infrastructure back to Malaysia, under the 1961 water agreement. And that in itself is quite an important event because it shows that as we handed over the infrastructure, the impact to our water supply is minimal. And that shows that we have been able to ensure water sustainability going forward." With the trail of damage in the Orchard Road floods of 2010 still fresh in the minds of Singaporeans, Mr Chew knows he is taking on a hot seat. He recalled being "a little bit surprised" when he first heard news of the floods. He said: "Since I came into PUB, I have a better understanding of what we have done previously. The amount of effort that PUB has actually taken to help alleviate floods and make Singapore generally flood-free... I think it's important to understand that we have been relatively successful. "But maybe we have also become victims of own success. Because we have been so successful, alleviating floods, that we have not seen a flood situation for a long time. So when it came, it did catch Singaporeans by surprise. "But more important, we are learning the lessons from this particular episode, applying it, and seeing how we can improve upon it, working with all our stakeholders." Mr Chew said the key to managing such a situation is getting information out as quickly as possible. And in the longer term, the country's drainage system has to be beefed up to deal with changing weather patterns. He said: "Right now, we want to focus on improving our current infrastructure. And I think that is something that will take three to five years. At least, basically to cope with the increased rainfall intensity. But we will keep eye out in the future... The next two to three decades, to look at the scenarios we could possibly face. "One of the measures we have started taking is to raise the reclamation levels by one metre. That actually is a measure in anticipation of potential changes that could come from adjustments in our climate." Mr Chew has also set his sights on ensuring that Singapore continues to build self-sufficiency in water. This means growing the country's national taps - raising NEWater and desalination production to 50 per cent and 30 per cent respectively, and increasing Singapore's catchment area to cover 90 per cent by 2060. -CNA/ac Edited December 30, 2011 by Vulcann

KARTer 2nd Gear December 30, 2011 Share December 30, 2011 The previous CEO should not be let off lightly also. The under-performance of Stanford Canal doesnt happen overnite. When Khoo Teck Chye (ex-ceo) was in-charge, nothing has been done to upgrade Stanford Canal or redirect part of the flow elsewhere..... World Class!!! Which Minister was/is in-charge of PUB? Achtung7 Neutral Newbie December 30, 2011 Share December 30, 2011 hmm.. maybe ex-navy chief has vision of ships sailing along the roads.. seriously, I don't understand why the stamford canal only started overflowing and reaching full capacity in the past 2 years... is it due to a severe change in weather pattern that happened suddenly? Did pub monitor the stamford canal capacity during the last few years?

It's like that... when everything is hunky dory, everybody goes to sleep, following the example of the top management. Top management 'jiak liao bee', every month wait to collect pay cheque only. Now it's their good luck to vacate the hot seat, and the new guy steps in have to resolve all the problems that have been accumulating over the years. Did pub monitor the stamford canal capacity during the last few years? Rumored is due to Marina Barrage will slow down the natural discharge rate of water compared to before before the barrage was build, but there is no concrete evidence that this is the cause <FROM WIKIPEDIA> Since completion of the Marina Barrage, there has been annual floodings in areas (e.g. Orchard Road shopping belt) which had been flood-free. There is a suspicion that the Barrage is slowing down the discharge rate of the storm water into the open sea. Whatever it is, it should be fairly easy, to people who have access to the necessary data, to pinpoint what has changed abruptly in the past 2 years. These could be possible causes contributing to the flooding problem. Of course, we say the weather could be a factor - is it true? Just need to pull out rainfall data and take a look. Any construction or diversion to waterways? Things like this can be easily sussed out also.
CKP 3rd Gear December 30, 2011 Share December 30, 2011 (edited) This is equivalent to about half the average monthly total of 287.4mm of rain recorded for the entire month of December over the last 142 years (1869 to 2010). Everyone update yourselves. It is no longer "once every 50 years" Now, PUB calls it "once every 142 years". Edited December 30, 2011 by CKP
