Car park crunch: More radical solutions needed, say experts

 

SINGAPORE: Even as the authorities look into the idea of mechanised car parks, some analysts pointed out the challenges - such as maintenance and costs - with such a system.

 

Instead, they suggested more innovative ideas, including creating a private market for parking spaces and allocating different zones for vehicles of different sizes.

 

National University of Singapore transport expert Lee Der Horng noted that it is "very common" in some cities in the United States to group cars of similar sizes together.

 

Said Associate Professor Lee: "So the smaller cars are parked in the same zone, and it's the same for the sports utility vehicles (SUVs), for instance."

 

Nanyang Technological University transport economist Michael Li has a more radical suggestion: Allocate each household with a car park lot and allow those who do not own any vehicles to "rent" out their lots to others, thus creating a market which would enable demand and supply to balance out.

 

According to the Ministry of National Development, six in 10 Housing and Development Board (HDB) households do not own cars. About a third own one car, while 5 per cent own two or more.

 

The transport analysts pointed out that the cheap HDB parking fees here would escalate the carpark crunch in the years to come.

 

In Taipei, for instance, motorists have to pay a flat fee of as much as S$200,000 for one parking lot, said Assoc Prof Lee.

 

He added that policymakers should think about a "market-based" solution - in which parking fees will have to be higher - for housing estates that face severe car park shortage.

 

Last Friday, National Development Minister Khaw Boon Wan wrote on his blog that, while new estates will come with adequate car parks, new solutions are needed in the older HDB estates "where there is little space to add new lots".

 

Mr Khaw has asked the HDB to look into mechanised parking systems but he noted there are "implementation issues" to be worked through.

 

HDB residents who spoke to TODAY generally welcomed the idea - as long as the system is thoroughly tested and properly maintained.

 

Some suggested a policy which require residents to secure a parking lot before they buy a vehicle - a suggestion mooted last year in this newspaper in a column by consultant Richard Hartung.

 

Calling for a balloting system for HDB households who wish to own more than one car, IT consultant Brandon Tan, 40, said: "HDB carparks are supposed to be for the middle-class masses ... If people want a second or third car but fail to win the ballot, then they should look for alternative parking solutions." - TODAY

This country more than exemplifies the chinese proverb "you qian neng shi gui tui mo".

 

Money is the only true denomination and all other process, regulations and norms only serve to feed the system with it.

 

I really really fear for the future generation, the day that all will be living a superficial and empty life of materialism, greed and fear.

 

We must educate the young ones out of it. That's why limbeh very strict with my son, but sigh...not to everyone's liking.

Some cities in the US (San Diego when I went) have many FREE *marked* parking spaces on the streets. FREE.

 

Are they going to implement that also?

 

In Sg, where got free? Other than East Coast Park, I know of no other place in Sg which has free parking in designated lots (not counting iffy street parking - the moment someone complains to LTA that evaporates). Even if the lots are undersubscribed, they still charge, e.g. the recent news article about HDB leasing out its carpark lots to be used as a car showroom. *Clearly* there was insufficient genuine demand from the public - yet how come they never made it FREE?

 

One day soon, East Coast Park is also going to go the way of the dodo. At least the free parking part.

 

Anyway, what to do? More than 60% want to PAY and PAY.

The main learning from the 2008 financial crisis......free market is not free and do not actually work, some regulations and policies with people in mind has to be instituted, this is to guard against greed which no free market can handle, cause all dictate by the rich people and people in power...which is driven by greed, huge greed, packaged in the form of motivations, success and results driven, etc.

 

All of us are greedy, but those in power and rich are many times worse and they have the ability to impact other's lives with they action out of greed

 

So Aholes out there that can have significant influence on the policies that impact many, install more brain-mouth filter and put a hand on your chest when giving your comments.

i think that there is a very simple solution to this problem. allow housing owners to self regulate.

let us illegally park our cars when there are no more parking lots at night, just make sure that the cars must be moved before 10am the next day.

 

you'll be surprised how much space is available all around the neighbourhood to park cars that won't cause obstruction and how well people will be willing to corporate for a greater good

Agreed as long as safety such as emergency route is not blocked. But but but it is revenue loss to those suckers. See in Indonesia, ppl put car in neutral n push around to make space some more (this need trust, common sense n much more than academic excellence n won't happen in Singapore).

Used to go to McRitchie Reservoir 3 or 4 times a week for jogging as the car park was free but since sometime last year, they started charging.

I have stopped going there and jogged elsewhere instead near home.
