Johorat 1st Gear December 8, 2011 Share December 8, 2011 Ex table tennis president charged with corruption By Julia Ng | Posted: 08 December 2011 1031 hrs SINGAPORE: The ex-president of the Singapore Table Tennis Association (STTA) and former MP Choo Wee Khiang has been charged in court with corruption. The Corrupt Practices Investigation Bureau (CPIB) said from 2005 to 2007, it received several anonymous complaints against Choo, alleging that he had charged his personal airfares, expenses, phone bills to the Association and received gifts from Chinese coaches and players. Choo was the STTA at the time of the alleged offences. Acting on the information received, the Bureau conducted an investigation which revealed that in 2005, Choo had received S$1,500 from Liu Zhongze, who was then a national team player, and Luo Jie, who was then an assistant coach of the STTA, in return for giving Liu more opportunities to represent the Association in table tennis tournaments. Investigation also revealed that between 2003 and 2004, Choo had received a total of US$600 on two separate occasions from Shi Mei Sheng, who was then a STTA coach, as a reward to Choo for approving the use of two different training facilities in China. Besides Choo, the former High Performance Manager of STTA Koh Li Ping was also charged on Thursday morning. The Bureau said between 2002 and 2003, Luo Jie, whose work pass only permitted him to work for STTA, provided table tennis training to students for a local secondary school. But the school was unable to pay him for the training provided, which amounted to S$8,400. Luo Jie told Choo and Koh about this. They then allegedly arranged with the principal of the school to engage STTA in a new training arrangement with the intention to use the proceeds received to pay Luo Jie for the outstanding fees. Subsequently, after STTA received the payment from the school, Koh obtained approval from Choo to authorise a payment of S$8,400 to Luo Jie, even though the latter did not provide any training services under the new training arrangement. Choo Wee Khiang was charged with three counts of corruptly accepting gratification under Section 6(a) of the Prevention of Corruption Act, Chapter 241) and one count of criminal breach of trust as a servant, which is an offence under Section 408 of the Penal Code, Chapter 224. His switch from English to the Chinese dialect most frequently spoken in the opposition ward of Hougang was perhaps designed to show he would not shy from a contest against incumbent Workers' Party MP Low Thia Khiang. Mr Choo, 33, the deputy director of NTUC's youth development unit, was appointed second adviser to the grassroots organisations in the opposition stronghold in February. He is the latest People's Action Party (PAP) new face to be sent to Hougang to be what some might describe as a sacrificial lamb to the slaughter. To this, Mr Choo said on Monday: 'No matter which candidates have been fielded there, we have always gone the full extent of what we could do.' In 1999, Choo Wee Khiang, a PAP MP from Jalan Besar GRC, resigned from his seat after pleading guilty in the lower court to a charge filed last December of helping a businessman cheat a finance company of S$830,000 (US$481,159) by issuing false invoices. The Workers' Party, the Singapore Democratic Party, the Singapore's People Party, National Solidarity Party and an academic called for a by election then. "There should be a by-election as the next election is hardly soon. If it were coming soon, one could justify a short wait and use a caretaker MP from the next constituency," Wee Wan-ling, a fellow at the Institute of Southeast Asian Studies told the Straits Times then. He named two: One was former National Development Minister Teh Cheang Wan, who overdosed on sleeping pills during a probe into allegations that he had accepted bribes. The other was former MP Choo Wee Kiang, who falsified invoices to secure $1.83 million in loans in 1999. Mr Chiam also panned PAP MPs who left after one term, saying: 'If they are so good, why leave after one term? How can they criticise the opposition when they themselves don't select good candidates?' Mr Choo Wee Khiang (aka, ex-MP, ex-convict, ex-PAP member) is currently the President of STTA. Running the place now is a lady who has a close relationship with Mr Choo. This lady is an ex-player but for all practical purpose, is just another Ah Huay. She runs the place with a lot of favoritism. All the Chinese coaches working there are afraid of her. Those who carry her will get benefits, promotions etc. Those who opposes her will obviously get the boot. The whole place is completely unprofessionally managed. The only thing they know is to bring in winning players from China to represent Singapore. Actually, this is something that can be easily copied by our surronding cuntries. By because of political sensitivities in their own countries, they can't just copy this (e.g. Will be hard for Malaysia to bring in chinese to represent them). And apparently, it was LBW(Lee Bee Wah) who was pushing for it. There seems to be some kind of fight between LBW's gang and CWK's gang.... LBW is afraid that CWK will make a cum back into STTA. CWK is being supported by NSM of SNOC side... hence it is in the interest of LBW to "finish off" CWK. LBW has been co-operating with CPIB in furnishing all the info.... Will tell u guys more when I hear more.... meantime, let us enjoy seeing the fight from the side... HAHAHAHA! I'm not sure if Choo himself was involved but for sure his "people" were. Liu Guo Dong apparently was called by CPIB to come to Singapore to assist in investigations but he dared not come. From what I see, even if boss wants to prosecute, it will have to wait until election is over.... (this is my opinion). Ok what was invovled? Apparently, it's linked to "FT" recruitments. STTA recruits players from China as sparring partners to duel with its players. And apparently, some of these "players" paid money to somebody inside in order to secure their "recruitments". Someone then complained to CPIB.... If I hear anything, will let u guys know... he he CPL Kojak signing off.... I do not recall the first generation of lower salary MPs being charged with corruption. Is it due to the current culture of paying ultra high salary that motivated them to be corrupted MPs?
