In fact, there are strict rules governing this but for some reasons, the enforcement is weak and almost non-existence. For example, only employee of the Company can be seated behind with proper insurance coverage and subject to a max # allowable by the vehicle type. The root of the problem is the enormous population they have created which leads to the inadequacy of public transport that's why ppl turn to personal transport.
