Unfortunately, the recent election shows that there's no guarantee anymore for them. If "they" include all designers/decision-makers involved in giving us the F-U train system etc, ultimately the ministers are answerable............... all those below the rank of ministers are maybe 'yes' men who care more for the rice bowl, bonuses, promotions etc, but the one at the top cant deny responsibility and accountabilities. The million-dollar ministers cant excuse themselves by saying they only take expert advice from traffic planners etc, what you mentioned are no-brainer considerations for ministers to question the planners before making any decision on what the planners recommend.
