Transfer of NCD from parent to chld

Is it still possible to transfer NCD from parent to child? Say, the child has always been a named driver.

 

Which motor insurance still permits this?

For my understanding.. Parents no longer be able to transfer the NCD to their kid.. only husband and wife can nia.. the last company I know is chartis.. no more liao.. If the parents not driving the car at all, put their name as Policyholder, and the kid as PRIMARY driver. The NCD will build up wit the kid name, the quote will base 80%-90% on the kid too..

P/s* PRIMARY driver and NAMED driver are not the same...
