To claim from HDB they have to prove that HDB fault not to take care of the tree planted in their estate causing the accident. If really one suay suay kenna....talk to the insurance company lor....pay they die die have to pay one....but this is no fault of the owner...so see if the insurance company's lawyers are proactive to counter claim against HDB OR insurance happy happy go load the poor driver premium.
