This kind of mistake happens very often lah, both public sector and private sector websites. Some people are naturally careful... But there are many people who can type out mistakes staring them right in the face and they can't see it. It's natural.

 

Apply some common sense and you will know which year they're referring to.

Yes, I don't know why they did it. They never heard of the old adage: Never go and fix what is not broken??

 

Sometimes it is the case that systems are changed just to fulfill KPI, and that is scary. Up-and-coming executives need to be seen to be actively doing something - anything - to be noted down for their appraisal. So, to live with an existing system, even though more reliable, is seen as "not doing anything". "Continuous improvement" seems to be causing more trouble than it is worth.
