Looking at the lot marking and dotted line depicting the line of travel within the car park, the lot might be too small (<5.4m required by law for parallel parking). Mayb it’s just one bad apple on the road I beg to differ. Perhaps it might be the driver thinking then if that’s the case should the driver have parked at another lot if the driver is concerned abt this?
