LTA should be more proactive

I LIVE in a private estate near Upper Changi Road. For years, I have been tolerating obstruction from irresponsible car owners who park illegally along the side of a road with a continuous, single white line, preventing me from getting into and out of my house.

Each time, I will call the Land Transport Authority's (LTA's) hotline for assistance. When the enforcement officers arrive, usually after repeated calls and much delay, they will look for the owners and ask them to move their cars to alternative parking areas. No enforcement action is taken, and other illegally parked cars are left alone.

When I wrote to the LTA recently, a staff member called me and suggested I take the following steps should I encounter similar obstructions again:

- First, call my neighbourhood committee for assistance;

- Second, call the LTA hotline; and

- Third, take photographs of the offending vehicles and submit these with my personal particulars to LTA for it to take action. The staff member said I must be prepared to attend court to testify against the offenders, if the LTA is challenged.

I wish to ask LTA the following:

- What is the purpose of the continuous, single white line on the road?

- What are the functions of the enforcement unit?

- Why should a road offence complaint be channelled to the neighbourhood committee first?

- Why do I need to take photographs and testify for LTA to bring the offender to justice? Isn't this the function of the LTA's enforcement unit?

- Finally, why is LTA adopting such a passive attitude?

NEA sama-sama. If you call its hotline them regarding a parked lorry/bus that has had its engine running for 20 mins and spewing exhaust fumes, they'll ask you for its vehicle registration number. Otherwise, they won't take any action.

I understand that its illegal to leave the engine idling for more than about 10-15mins and cause air pollution. Why not use a plastic bag to collect the exhaust fume and let the NEA officer smell it when he finally comes? :D

I too had written to ST Forum regarding CISCO not taking action against illeally parked vehicles. More than 20 vehicles parked illegally and the CISCO officer just verbally asked the guard to inform the drivers to move, then simply left the scene. It happened many times. I sent feedback to LTA and they also could not do anything, as now it is CISCO doing the enforcement. Maybe my english not powerful enough, it was not published.

LTA outsourced the illegal parking enforcement to CISCO. So now CISCO can choose whether to summon or not.

That I know I took my chance, inconvenienced other road users during the process and it's fair I paid the price.

In this case, the drivers were all inside the building and the guard never bother to ask the drivers to move. To be more clear, the guard was hired by the building to chop the left lane with cones and look after the illegally parked vehicles.

So the drivers were not asked to leave at all. The guard was there to "protect" them. And the CISCO officer simply close 1 eye. They were parked along the main road for the whold day. I called LTA repeatly and no further action was taken.

And if you park nicely in the HDB/URA carpark for a short while with no coupon or expired coupons, you are sure to get a parking fine.

No wonder people are flouting the laws and parking irresponsibly. The law enforcers should get their priorities re-examined.

If you choose to take chance, you should be prepared for the consequences. Simple as that.

Which is why more and more people anyhow and anywhere park their cars, cause the law enforcers dont really do much about it. [thumbsdown] Even you complaint to them, they also didnt take much follow-up action.
