Best is to just use VoIP, if available. It was known as "Singapore Cable Vision" and "SCV Online". In fact, the first Singtel Magix was ATM-based, there wasn't even island-wide ADSL until around 1999 or 2000 when all the Telecom exchange are upgraded. I was on Pacific Internet 56k Dial-Up from 1995 till around 1997, switched to Singtel Magix ADSL then to Starhub around 1999 or 2000, after they lay the cables in my estate. Was on Telecom pager (analog), then Singtel AMPS mobile (analog) then PCN phone (1800MHz digital) until I switched to M1 GSM around 1998, till now. Got my then-GF a Starhub CDMA phone when Starhub first launched, think around 1999 or 2000. Once upon a time, there was one and only Singtel a.k.a. TAS a.k.a Singapore Telecom. first computer is 1997 use pacnet till 2001 then change to starhub. been on them ever since.
