Because the place is so big and there are so many cash counters, very easy for someone to buy some cheap thing, then open the bag again to shoplift something else. Hence the ties. I'll teach you a quick way to remove them (in case you haven't figured it out yet). Twist (pleat) the ends of the carrying loops tightly together a few times, then slip the cable tie off easily. Wonder why they would think someone would buy their cable ties in their store to steal things, and not bring their own cable ties.
