If I need a figurehead to grace official occassions and functions and Cut Ribbons and give speeches reading not written by him, I'd do the Job for $400k/year anytime. Safeguarding the assets is secondary actually. You need someone to safeguard to civil servants. If you can protect the civil servants doing their job and w/o fear, I'm sure you will get the amounts of the assets known. We want whistle blowers if they exist in the civil service. No. To safeguard the civil service key holders. The gahment cannot suka suka fire a top civil servant from his post unless the president approves. So if there is an investigation into an incumbent elected MP for some hanky panky, the gahment cannot get rid of key appointment holders to silence the investigation.
