Since the PM & his cabinet colleagues have been emphasing that they will listen more to the ground just before & after the recent GE, I will like to seek my fellow MCFers' opinion on this.

 

For me, I think it will be mandatory that the ED be completely independent from the executive, legislative or judiciary branches.

 

Ideally the people there should be appointed from both public & private sectors maybe 1 year before the next GE.

 

This is remove some concerns from people of the nagging feeling of the conflict of interest element which may influence how electoral boundaries are drawn before each GE so far.

 

Even though I am not from Aljunied GRC, I certainly do not want it to be broken up in different wards come GE 2016.

Independence and Non-Partisanship

The purpose of Elections Canada is to act as an independent and non-partisan administrator of federal electoral events. This stems from one of the original objectives in creating the Office of the Chief Electoral Officer: to end the manipulation of elections by the political executive (the prime minister and cabinet).

 

In this context, the Chief Electoral Officer, who heads Elections Canada, is appointed by the House of Commons as a whole (based on a simple majority vote), allowing all political parties represented in the House to participate in the selection. Once appointed, the CEO may serve until the age of 65 or retirement, and may only be removed earlier by joint request following a majority vote of the House and the Senate.

 

This appointment and removal process is meant to ensure that the prime minister and cabinet cannot influence the administration of elections, either through a partisan appointment to office or through threats of removal if the CEO does not act in accordance with the government’s wishes.

 

Elections Canada also has the independent authority to draw on government revenues in order to pay for expenditures relating to its mandate (see below). This is meant to ensure that the government of the day cannot influence the activities of Elections Canada by manipulating its salaries and budget.

 

Elections Canada employees, including returning officers, are also required to take an oath to uphold voters’ rights and the secrecy of the vote, and to perform their duties without favourtism. The Chief Electoral Officer is also disallowed from voting in federal elections while in office. (The Chief Electoral Officer is the only adult Canadian citizen not permitted to vote.)

i posted on this before. Election is a competition. Like in any competition, there has to be a neutral body doing the organising.

 

Imagine in Champions League, Man U is given the presidency. Ok? Bad enough. Then Man U will set all the rules. What sort of rules will Man U set? Obviously, it will be like-

 

1. All Man U games will be played only at Old Trafford.

2. All referees for Man U games will be chosen by Man U

3. Only 20% of Man U games tickets will be given to opponent fans.

 

Big teams like Barcelona and Real Madrid have threatened to pull out, sponsors and fans alike, calling it a farce. Man U insists every team is following the same set of rules so it's fair.

Seriously, who will compete in such a competition where the competitor sets the rules? None will. Only our good old heroes press on for 20 years.

By rights the Civil Service.

 

Some places have very specific rules and laws in place to place a barrier between legislative and executive branches of govt - i.e between making laws and implementing laws.

 

And also remember, its not only impartiality that matters, but also the appearance of impartiality

6 mp got what use? cannot even block legislation..shld have at least 43 inside to give the MIWs a hard time [cool]

You are right to suggest the Civil Service.

 

That is why I mentioned public sector to be one of the parties.

 

It is pretty difficult, however, to shake off the feeling that since the civil servants report to the ministers & MOTs, they may not be impartial after all here in Singapore.

 

One way is to secretly appoint these candidates without the executive branch's or their employer's knowledge. The appointment could be done by the judiciary branch since they tend to be more balanced & impartial.
