Right, as in right wing? as in Republican / Conservative / National - as in low tax / personal responsibility believers? 2. Right as in the morally correct thing that treats people and opponents with respect? 3. Right as in, "this is the action that is most likely to win me the election" so it is the right thing to do to maximise my chances of success? What am trying to say though is there is a difference between a) legal b) morally correct c) the course of action most likely to win the election. Whether the "dangling of carrots" is right or not will depend on which definition you use. The difference here is that a) it is the residents money b) the PAP position is quite explicitly that "this WARD will only get if the PAP wins this ward" While the position should be - "as the government we believe that this ward needs X, if we are the ruling party they will get X" The difference is in that the needs of the ward don'tt change with who is representing them.
