Man jailed for cheating Traffic Police

 

SINGAPORE: For nine years, he managed to cheat the Traffic Police without being detected.

 

But on Thursday, Lim Tian Pong, the owner of a company which used to maintain the radar camera system the Traffic Police uses to monitor motorists' speeds, was jailed 18 months for cheating and for forgery offences.

 

The Traffic Police had specifically stated in their scope of requirements that the components for the system must be sent to a surveillance company, Multanova AG in Switzerland, for calibration.

 

But Lim, the 60-year-old sole-proprietor of Tian Supply and Service Trading, forged certificates and sent the antennas to China instead.

 

He forged 14 calibration certificates between August 2002 and July 2009.

 

Lim had created a logo which looked like Multanova AG's and displayed it on the bogus certificates.

 

The documents also stated that the antennas were supposedly calibrated by somebody known as "C Hauser".

 

Lim then submitted the fake certificates to the Traffic Police, who paid more than S$94,000 for the calibration services not performed by Multanova AG.

 

Lim, who was represented by lawyers Subhas Anandan and Sunil Sudheesan, also admitted that he had cheated the Traffic Police of about S$51,000 between March 2000 and March 2004 by using a similar ruse.

 

In one of the cases, he merely presented the authorities with an invoice stating that the checks done on the antennas were performed in Switzerland.

 

In his mitigation plea, Mr Anandan said Lim committed the offences as he had lost confidence in Multanova because of the firm's failure to deliver.

 

However, Deputy Public Prosecutor Magdalene Huang said the offences were premeditated and committed over nine years.

 

Lim also admitted that he had continued to run his business even though the company's registration with the Accounting and Corporate Regulatory Authority (ACRA) had been cancelled on May 2 2006, as he had failed to pay the annual renewal fee.

 

He only re-registered it on December 10 2008.

yah lor...it is not easy to bid govt project...even small project also need to show that the company got solid background.

 

i wonder how this one-man-show sole proprietor company managed to get govt project [:|]

The very same reason why your roads are nowadays poor in maintainance standards. Lowest bidder always win.

if always lowest of 3 bids... makes you wonder ...

... if the company that inspects those trees by the roadside that fall on people's cars and kill them.. have actually been inspected right?

... the speedtraps that catch drivers at 90kph... have been calibrated right?

... the people who advise on ERP charges and COE quotas ... are actually qualified?

... the doctors that charge an arm and a leg for medical bills, but patients never seem to recover.... are actually quacks?

Lowest quote as we taxpayers would complain if they go for a higher quote. Lowest quote looks best on paper in terms of any audit I presume.

Govt also want cheap mah, each department still have to control their budget after all.

 

is it? i thought the policy of Govt is to pay high high to get the most effective and uncorrupted work?

why come to pay for service want the cheapest yet expecting effective and uncorrupted work?

Steady....can use this case to argue all present speeding tickets!!!

The police got no solid proof of the camera accuracy.

quotation for contract always aim for cheapest one..u see those railings always use those that will rust after a while..then paint and waste $$..can do stainless steel but choose those cheap ones..end up spend more taxpayers $$..penny wise pound foolish..then look at those street lamps also will rust..paint on building also never use weather-proof paint..savings goes to where? in the end spent more only :angry:

i was wondering how the TP found out abt this case??

 

clocking funny speed on their radar speed camera??

 

really pity those that are caught by these uncalibrated radar speed camera... they could be innocent or marginally overspeed..
