yes, i think nokia nowadays is crap compared to last time.

my prev phone was nokia....died in its 13th mth...past warranty, so not worth repairing...was expecting nokia to last longer than tat...so now i stay clear of nokia

Not really decline. I would say a sudden rise in competition saturated Nokia's market share. Before that how many companies were into making hp? Motorola, Ericsson, Nokia...? Dan came the strong players like the Koreans(Samsung, LG), Taiwanese(HTC), USA(Palm, HP and now Apple). Stiff competition.
